SEC. 120. COMPREHENSIVE IMPROVEMENT ASSISTANCE SPECIAL PURPOSE NEEDS. Section 14(i)(1)(D) of the United States Housing Act of 1937 is amended— (1) by inserting “(i)” after “(D)”; (2) by redesignating clauses (i) and (ii) and clauses (I) and (II), respectively; (3) by striking the period at the end and inserting “; and”; and (4) by adding at the end the following new clause: “(ii) physical improvement needs eligible under this subparagraph shall include replacing or repairing major equipment systems or structural elements, upgrading security, increasing accessibility for elderly families and handicapped families (as such terms are defined in section 3(b)(3)), reducing the number of vacant substandard units, and increasing the energy efficiency of the units, except that the Secretary may make financial assistance available under this clause only if the Secretary determines that the physical improvements are necessary and sufficient to extend substantially the useful life of the project.”.
