FINDINGS.

SEC. 301. FINDINGS. Section 301(a) of the Act (20 U.S.C. 1051(a)) is amended— (1) by amending paragraph (1) to read as follows: “(1) there are a significant number of institutions of higher education serving high percentages of minority students and students from low-income backgrounds, that face problems that threaten their ability to survive;”. (2) in paragraph (2), by striking “recruitment activities,”; and (3) by amending paragraph (5) to read as follows: “(5) providing assistance to eligible institutions will enhance the role of such institutions in providing access and quality education to low-income and minority students;”.
