SEC. 444. CARRY-BACK AUTHORITY. Section 445(b) of the Act is amended— (1) by inserting “(1)” after the subsection heading; and (2) by adding at the end the following new paragraph: “(2) An eligible institution may make payments to students of wages earned after the end of the academic year, but prior to the beginning of the succeeding fiscal year, from such succeeding fiscal year’s appropriations.”.
