Sec. 804. There is hereby authorized to be appropriated for the construction authorized by this title the sum of $3,620,000 (April 1974 88 Stat. 1496price levels) plus or minus such amounts, if any, as may be justified by reason of changes in construction costs as indicated by engineering cost indices applicable to the types of construction involved.
