Sec. 204. The Secretary shall study fare-free systems assisted pursuant to this title, and other financially assisted urban mass transportation systems providing reduced fares for the purpose of determining the following: 88 Stat. 1575 (1) the effects of such systems on (i) vehicle traffic and attendant air pollution, congestion, and noise, (ii) the mobility of urban residents, and (iii) the economic viability of central city business; (2) the mode of mass transportation that can best meet the desired objectives; (3) the extent to which frivolous ridership increases as a result of reduced fare or fare-free systems; (4) the extent to which the need for urban highways might be reduced as a result of reduced fare or fare-free systems; and (5) the best means of financing reduced fare or fare-free transportation on a continuing basis.
