SEC. 143. HOUSING VOUCHER PROGRAM. (a) Operation.— Section 8(o) of the United States Housing Act of 1937 is amended— 101 STAT. 1851 (1) in the first sentence of paragraph (1), by striking “In” and all that follows through “demonstration program” and inserting “The Secretary may provide assistance”; (2) by striking paragraph (4); and (3) by redesignating paragraphs (5) through (8) as paragraphs (4) through (7), respectively. (b) Flexibility To Adjust Assistance Payments.— Section 8(o)(6) of the United States Housing Act of 1937 (as so redesignated by subsection (a) of this section) is amended— (1) in subparagraph (A), by striking “as frequently as twice during any five-year period” and inserting ‘’annually”; and (2) by striking subparagraph (D). (c) Use of Vouchers in Connection With Cooperative and Mutual Housing.— Section 8(o)(7) of the United States Housing Act of 1937 (as so redesignated by subsection (a) of this section) is amended by striking “not to exceed 5 per centum of the amount of. (d) Adjustment Pools.— Section 8(o) of the United States Housing Act of 1937 (as amended by subsection (a) of this section) is further amended by adding at the end the following new paragraph: “(8) The Secretary may set aside up to 5 percent of the budget authority available under this subsection as an adjustment pool. The Secretary shall use amounts in the adjustment pool for adjustments pursuant to paragraph (6)(A) to ensure continued affordability where the Secretary determines additional assistance for this purpose is necessary, based on documentation submitted by a public housing agency.’.
