Federal Aviation Administration operations Not to exceed $3,250,000 shall be available until expended from amounts heretofore provided for acquisition and modernization of facilities and equipment and service testing in the appropriation granted under this heading in the Department of Transportation and Related Agencies Appropriation Act, 1973, for acquisition of additional screening devices which may be transferred, conveyed, or loaned to air carriers and commercial operators.
