representation by court-appointed counsel and operation of defender organizations For an additional amount for “Representation by Court-Appointed Counsel and Operation of Defender Organizations”, $2,972,000, of which not to exceed $1,500,000 shall be available for the liquidation of obligations incurred in prior years: Provided, That not to exceed $471,000 of the funds contained herein shall be available for the compensation and reimbursement of expenses of attorneys appointed by judges of the District of Columbia Court of Appeals or by judges of the Superior Court of the District of Columbia.
