payments to states for educational purposes Sec. 5. (a) Section 3(a) (4) (A) (iv) of the Social Security Act (as applicable to Puerto Rico, the Virgin Islands, and Guam) is amended by inserting “ (incuding both short- and long-term training at educational institutions through grants to such institutions or by direct financial assistance to students enrolled in such institutions) ” following “training”. (b) Section 403(a) (3) (A) (iii) of the Social Security Act is amended by inserting “(incuding both short- and long-term training at educational institutions through grants to such institutions or by direct financial assistance to students enrolled in such institutions)” following “training”. (c) Section 1003(a) (3) (A) (iv) of the Social Security Act (as applicable to Puerto Rico, the Virgin Islands, and Guam) is amended by inserting “(including both short- and long-term training at educational institutions through grants to such institutions or by direct financial assistance to students enrolled in such institutions)” following “training”. (d) Section 1403(a) (3) (A) (iv) of the Social Security Act (as applicable to Puerto Rico, the Virgin Islands, and Guam) is amended by inserting “(including both short- and long-term training at educational institutions through grants to such institutions or by direct financial assistance to students enrolled in such institutions)” following “training”.
