transfer of demonstration project equipment Sec. 221. Section 403 of title 23, United States Code, is amended by adding at the end thereof the following new subsection: “(d) The Secretary may, where he deems it to be in furtherance of the purposes of section 402 of this title, vest in State or local agencies, on such terms and conditions as he deems appropriate, title to equipment purchased for demonstration projects with funds authorized by this section.”
