For “Scientific activities overseas (special foreign currency program)” for the period July 1, 1976, through September 30, 1976, $670,000, to remain available until expended. general provision Not to exceed 7 per centum of any appropriation made available to the Environmental Protection Agency by this Act (except appropriations for “Construction Grants”) may be transferred to any other such appropriation. No funds provided for the Environmental Protection Agency by this Act may be used for any Federal insecticide, fungicide, or rodenticide activity after September 30, 1975, that is not authorized by law.
