Science and Technical Research scientific and technical research and services For necessary expenses of the National Bureau of Standards, including the acquisition of buildings, grounds, and other facilities; the National Technical Information Service; and telecommunications research and development activities of the Department of Commerce; $63,004,000, to remain available until expended, of which not to exceed $2,085,000 may be transferred to the “Working Capital Fund”, National Bureau of Standards, for additional capital. For “Scientific and technical research and services” for the period July 1, 1976, through September 30, 1976, $16,128,000, to remain available until expended, of which not to exceed $475,000 may be transferred to the “Working Capital Fund”, National Bureau of Standards, for additional capital.
