Payment to the Alaska Railroad Revolving Fund For payment to the Alaska Railroad Revolving Fund for capital replacements, improvements, and maintenance, $9,000,000, to remain available until expended: Provided, That the permanent positions authorized under the Alaska Railroad Revolving Fund shall be established at 902 and excluded from staffing limitations otherwise applicable.
