Railroad Research and Development For necessary expenses for railroad research and development, $61,150,000, to remain available until expended: Provided, that there may be credited to this appropriation, funds received from private sources and foreign countries for expenses incurred in testing items of equipment which are proprietary to the private source or foreign country.
