transfer of functions and staff Sec. 602. (a) The functions and staff of the National Commission on Productivity and Work Quality are hereby transferred to the Center. (b) All property, records, and contracts as are determined by the Director of the Office of Management and Budget to be employed, held, or used primarily in connection with any function transferred by subsection (a) are transferred to the Center.
