authorization Sec. 101. (a) There are authorized to be appropriated for the Department of State for fiscal year 1976, to carry out the authorities, functions, duties, and responsibilities in the conduct of the foreign affairs of the United States, including trade negotiations, and other purposes authorized by law, the following amounts: (1) for the “Administration of Foreign Affairs”, $439,055,000; and (2) such additional amounts as may be necessary for increases in salary, pay, retirement, other employee benefits authorized by law, or other nondiscretionary costs. (b) Amounts appropriated under this section are authorized to remain available until expended. (c) The Act entitled “An Act to provide certain basic authority for the Department of State”, approved August 1, 1956, as amended, is further amended by adding at the end thereof the following new section: “Sec. 17. The Secretary of State is authorized to use appropriated funds for unusual expenses similar to those authorized by section 5913 of title 5, United States Code, incident to the operation and maintenance of the living quarters of the United States Representative to the Organization of American States.”.
