Federal Energy Administration salaries and expenses For necessary expenses of the Federal Energy Administration established by Public Law 93–275, dated May 7, 1974, including hire of passenger motor vehicles, and services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem equivalent of the rate for grade GS–18; and not to exceed $2,000 for official reception and representation expenses; $142,992,000, of which $5,000,000, to remain available until expended, shall be available for reimbursement of State and local public agencies as authorized by Public Law 93–275, section 7(d): Provided, That advances or repayments or transfers from the appropriation may be made to any department or agency for expenses of carrying out such activities: Provided further, That no part of this appropriation shall be available for utility rate restructuring studies unless such studies provide for direct consumer representation in the planning and implementation of such studies. For “Salaries and expenses” for the period July 1, 1976, through September 30, 1976, including hire of passenger motor vehicles, and services as authorized by 5 U.S.C. 3109, but at rates for individuals not to exceed the per diem equivalent of the rate for grade GS–18: $25,283,000.
