Sec. 209. (a) Section 501(a) of the Public Works and Economic Development Act of 1965 (42 U.S.C. 3181), as amended, is amended by inserting “and the Commonwealth of Puerto Rico and the Virgin Islands and the States of California and Texas” after “with the exception of Alaska and Hawaii,”. (b) Section 502(f) of such Act of 1965 (42 U.S.C. 3182) is amended by inserting after “Hawaii” the following “or the State of California or the State of Texas”, and by striking out “either” and inserting in lieu thereof “any such”. 89 STAT. 1092 (c) It is the intent of Congress that the Secretary of Commerce acting under authority of title V of the Public Works and Economic Development Act of 1965 should invite and encourage the formation of a regional commission for the region along the border with Mexico in the States of Texas, New Mexico, Arizona, and California.
