Sec. 116. Clause (1) of section 223 of the Appalachian Regional Development Act of 1965 (40 App. U.S.C. 223) is amended by striking “compatible” and inserting in lieu thereof “not incompatible”. Clause (2) of section 223 of the Appalachian Regional Development Act of 1965 (40 App. U.S.C. 223) is amended to read as follows: “(2) the Commission has approved such program or project and has determined that it meets the applicable criteria under section 224 of this Act and the requirements of the development planning process under sec-89 STAT. 1084tion 225, and will contribute to the development of the region, which determination shall be controlling and which shall be accepted by the Federal agencies.”.
