authorization of use of cost estimates for apportionment of interstate funds Sec. 103. The Secretary of Transportation shall apportion for the fiscal year eliding September 30, 1978, the sums authorized to be appropriated for such periods by section 108(b) of the Federal-Aid Highway Act of 1956, as amended, for expenditures on the National System of Interstate and Defense Highways, using the apportionment factors contained in revised table 5 of Committee Print 94–38 of the Committee on Public Works and Transportation of the House of Representatives.
