definitions Sec. 108. (a) Subsection (a) of section 101 of title 23, United States Code, is amended as follows: (1) The definition of the term “construction” is amended by inserting immediately after “Commerce)”, the following “resurfacing, restoration, and rehabilitation,”. (2) The definition of the term “urban area” is amended by striking out the period at the end thereof and inserting in lieu thereof a comma and the following: “except in the case of cities in the State of Maine and in the State of New Hampshire,”. (b) Section 101(a) of title 23, United States Code, is amended by adding the following definition after “public lands highways”: “The term ‘public road’ means any road or street under the jurisdiction of and maintained by a public authority and open to public travel.”.
