special urban high density Sec. 128. (a) Section 146 of title 23, United States Code, is repealed. (b) The analysis of chapter 1 of title 23, United States Code, is amended by striking out: “146. Special urban high density traffic programs.” and inserting in lieu thereof: “146. Repealed.”.
