The first sentence of section 2 of Public Law 94–30 is amended by striking out “before January 1, 1977.” and inserting in lieu thereof “January 1, 1979, at a rate of 20 per centum by January 1, 1977, 30 per centum by January 1, 1978, and 50 per centum by January 1, 1979. If a State fails to make any repayment in accordance with the preceding sentence, the entire unpaid balance shall immediately become due and payable.”.
