SEC. 206. YOUTH TRAINING PROGRAM. Title II of the Act (as amended by the preceding sections) is further amended by adding at the end the following: 106 STAT. 1064 “Part C— Youth Training Program “SEC. 261. STATEMENT OF PURPOSE. “It is the purpose of the programs assisted under this part to improve the long-term employability of youth, enhance the educational, occupational, and citizenship skills of youth, encourage school completion or enrollment in alternative school programs, increase the employment and earnings of youth, reduce welfare dependency, and assist youth in addressing problems that impair the ability of youth to make successful transitions from school to work, apprenticeship, the military, or postsecondary education and training.”.
