report on sales of excess defense articles Sec. 217. Not later than February 28, 1977, the President shall transmit to the Speaker of the House of Representatives and the Committee on Foreign Relations of the Senate a full and complete report, regarding all sales made under the Arms Export Control Act during the period July 1, 1976, through December 31, 1976, of excess defense articles to foreign governments and international organizations (other than any such article sold solely for scrap). Such report shall set forth— (1) the number of such sales; (2) the total acquisition costs of the articles sold; (3) the total gross price paid for such articles exclusive of administrative, surcharges and costs of repairing, rehabilitation, or modifying such articles; (4) the data set forth under paragraphs (1), (2), and (3) totaled separately for those sales made at less than 33⅓ per centum of the acquisition costs thereof; and 90 STAT. 748 (5) the estimated total proceeds of soles of articles included under paragraph (4) if such articles had been sold instead through United States Government surplus property disposal operations and the percentage thereof that would have been paid out of such proceeds to meet direct expenses incurred in connection with such dispositions pursuant to law.
