Notwithstanding the limitation contained in the proviso in the paragraph under the subheading “Contributions to International Organizations” in title I of the Act of October 25, 1972 (86 Stat. 1110), and notwithstanding the requirements of section 302(h) of the Foreign Assistance Act of 1961, $3,545,453 of the amount authorized to be appropriated by section 101 (a)(2) of this Act may be used to complete the fiscal year 1975 United States contribution to the United Nations Educational, Scientific, and Cultural Organization.
