Sec. 401. Section 402 of the Motor Vehicle Information and Cost Savings Act (15 U.S.C. 1982) is amended by— (1) redesignating paragraphs (1), (2), and (3) as paragraphs (3), (4), and (5), respectively; and (2) inserting before paragraph (3), as redesignated, the following new paragraphs; “(1) The term ‘dealer means any person who has sold 5 or more motor vehicles in the past 12 months to purchasers who in good faith purchase such vehicles for purposes other than resale. “(2) The term ‘distributor’ means any person who has sold 5 or more vehicles in the past 12 months for resale.”.
