SEC. 501. COMMUNITY DEVELOPMENT AUTHORIZATIONS. (a) Community Development Block Grants.— The second sentence of section 103 of the Housing and Community Development Act of 1974 is amended to read as follows: “There are authorized to be appropriated for purposes of assistance under sections 106 and 107 $3,000,000,000 for fiscal year 1988, and $3,000,000,000 for fiscal year 1989.”. (b) Discretionary Fund.— (1) The first sentence of section 107(a) of the Housing and Community Development Act of 1974 is amended to read as follows: “Of the total amount provided in appropriation Acts under section 103 for fiscal years 1988 and 1989, $60,000,000 101 STAT. 1923may be set aside in each year in a special discretionary fund for grants under subsection (b).”. (2) Section 107 of the Housing and Community Development Act of 1974 is amended— (A) by redesignating subsections (c) and (d) as subsections (d) and (e), respectively; and (B) by inserting after subsection (b) the following new subsection: “(c) Of the amount set aside for use under subsection (b) in any fiscal year, the Secretary shall, to the extent approved in appropriation Acts, make available not less than $3,000,000 in the form of grants to institutions of higher education, either directly or through areawide planning organizations or States, for the purpose of providing assistance to economically disadvantaged and minority students who participate in community development work study programs and are enrolled in full-time graduate or undergraduate programs in community and economic development, community planning, or community management.”. (c) Urban Development Action Grants.— Section 119(a) of the Housing and Community Development Act of 1974 is amended by striking the second and last sentences and inserting the following new sentences: “There are authorized to be appropriated to carry out this section $225,000,000 for fiscal year 1988, and $225,000,000 for fiscal year 1989. Any amount appropriated under this subsection shall remain available until expended.’.
