FEDERAL TRANSIT ADMINISTRATION Discretionary Grants (highway trust fund) For an additional amount, notwithstanding any other provision of law, and without regard to any obligation limitation, $10,000,000, to be derived from the Mass Transit Account of the Highway Trust Fund, to remain available until expended, to assist transit operations affected by Hurricane Andrew and Hurricane Iniki: Provided, That the Secretary may establish a Federal share the Secretary deems appropriate in connection with any such project: Provided further, That approval by the Secretary of a grant under this provision shall be deemed a contractual obligation of the United States for payment of the Federal share of the cost of the project: Provided further, That the entire amount is designated by Congress as an emergency requirement pursuant to section 251(b)(2)(D)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985, as amended.
