SEC. 512. STATE CERTIFICATIONS FOR RECEIVING COMMUNITY DEVELOPMENT BLOCK GRANTS FOR NONENTITLEMENT AREAS. Section 106(d)(2) of the Housing and Community Development Act of 1974 is amended— (1) in subparagraph (C), by striking “the Governor must certify that the State” and inserting “the State must certify that it”; and (2) in subparagraph (D), by striking “the Governor of each State” and inserting “the State”.
