hold harmless relating to title iv of elementary and secondary education act of 1963 Sec. 328. Section 401 of the Elementary and Secondary Education Act of 1965 is amended by adding at the end thereof the following new subsection: “(d) There are authorized to be appropriated for obligation by the Commissioner during the fiscal year ending September 30, 1978, such sums as may be necessary for the purpose of increasing the allotment under section 402(a)(2) for that year to any State to a level of funding which equals the amounts of funds received by that State for the fiscal year ending June 30, 1974, for programs under title II, title III, title V, and sections 807 and 808 of this Act, and title III (except for section 305) of the National Defense Education Act of 1958.”.
