Grants made under this title may be paid (1) except for grants under section 770, in advance or by way of reimbursement,90 STAT. 2253 (2) at such intervals and on such conditions as the Secretary may find necessary, and (3) with appropriate adjustments on account of over-payments or underpayments previously made.”.
