Section 455 of the Omnibus Crime Control and Safe Streets Act of 1968 is amended by striking out “or” in paragraph (a) (2) and by inserting “or nonprofit organization,” after the second occurrence of the word “units,” in that paragraph. (b) Section 507 of such Act is amended— (1) by inserting “(a)” immediately after “Sec. 507.”; and (2) by adding at the end the following new subsection: “(b) In the case of a grant to an Indian tribe or other aboriginal group, if the Administration determines that the tribe or group does not have sufficient funds available to meet the local share of the costs of any program or project to be funded under the grant, the Administration may increase the Federal share of the cost thereof to the extent it deems necessary. Where a State does not have an adequate forum to enforce grant provisions imposing liability on Indian tribes, the Administration is authorized to waive State liability and may pursue such legal remedies as are necessary.”.
