SEC. 903. SENSE OF CONGRESS. (a) In General.— It is the sense of the Congress that a recipient of a grant or other Federal financial assistance awarded under this Act or an amendment made by this Act to assist the recipient in purchasing equipment or products should, in expending the assistance, purchase American-made equipment or products, respectively. (b) Notice.— The Secretary of Health and Human Services shall provide procedures to inform such recipients of the sense of the Congress under subsection (a).
