Section 435(c) is amended— (a) (1) by striking out “and” after “1976,”, and (2) by inserting before the period at the end thereof “, $12,000,000 for the fiscal year ending September 30, 1978, $20,000,000 for the fiscal year ending September 30, 1979, and $20,000,000 for the fiscal year ending September 30, 1980”.
