presidential appointments Sec. 408. Section 571(b) of the Foreign Service Act of 1946 (22 U.S.C. 961 (b)) is amended by— (1) inserting “or Reserve officer” immediately after “officer” the first time the latter appears; and (2) striking out “a Foreign Service” the second time the phrase appears and inserting in lieu thereof “such an”.
