(a) None of the funds authorized to be appropriated in this Act shall be used for the purpose of reparations, aid, or any other form of payment to the Socialist Republic of Vietnam. (b) The President shall continue to take all possible steps to obtain a final accounting of all Americans missing in action in Vietnam.
