program moneys Sec. 1441. Section 503 of the Rural Development Act of 1972 (86 Stat. 672, as amended; 7 U.S.C. 2663) is amended by— (1) inserting in subsection (a) a comma and the phrase “except subsections (c) and (d) of section 502,” after the phrase “this title”; (2) redesignating subsections (c), (d), and (e) as (e), (f), and (g), respectively; (3) adding new subsections (c) and (d) as follows: “(c) There are hereby authorized to be appropriated to carry out the purposes of subsections (c) and (d) of section 502 of this title not to exceed $20,000,000 for each of the fiscal years ending September 30, 1978, and September 30, 1979. “(d) Such sums as Congress shall appropriate to carry out the purposes of this title pursuant to subsection (c) of this section shall be distributed by the Secretary as follows: “(1) 4 per centum to be used by the Secretary for Federal administration; “(2) 19 per centum to be allocated among the several States to carry out the programs authorized in subsection (c) of section 502 of this title in such amounts as determined by the Secretary; and “(3) 77 per centum to be allocated among the several States to carry out the programs authorized in subsection (d) of section 502 of this title in such amounts as determined by the Secretary.”; and (4) striking out in subsection (f), as redesignated by subsection (b) of this section, the word “and” after “(b),” and inserting a comma and the phrase “and (d)” after “(c)”.
