Title V of the Rural Development Act of 1972 (86 Stat. 671–674, as amended; 7 U.S.C. 2661–2668) is amended by adding at the end thereof a new section 510 to read as follows: “reports “Sec. 510. The Secretary shall evaluate annually the effectiveness of the programs established under subsections (c) and (d) of section 502 of this title and make a report to Congress not later than February 1 of each year on that evaluation and the operation of the programs during the preceding fiscal year.”.
