Sec. 102. (a) Paragraph (2) of section 102 of the Local Public Works Capital Development and Investment Act of 1976 is amended by striking out “and American Samoa.” and inserting in lieu thereof the following: “American Samoa, and the Trust Territory of the Pacific Islands.”. (b) Section 102 of such Act is amended by adding at the end thereof the following: “(4) ‘public works project’ includes a project for the transportation and provision of water to a drought-stricken area.”.
