Sec. 109. Section 111 of the Local Public Works Capital Development and Investment Act of 1976 is amended by striking out “$2,000,000,000 for the period ending September 30, 1977,” and inserting in lieu thereof “$6,000,000,000 for the period ending December 31, 1978,”.
