Sec. 604. Section 204 of the Public Works Employment Act of 1976 (42 U.S.C. 6724) is amended by striking out “and for construction unless such supplies and materials or construction are to maintain basic services” and inserting in lieu thereof “or for construction, except for normal supplies or repairs necesary to maintain basic services”.
