Section 116(e) of the Foreign Assistance Act of 1961 is amended in the first sentence— (1) by striking out “Of” and inserting in lieu thereof “The President is authorized and encouraged to use not less than $1,500,000 of”; and 92 STAT. 948 (2) by striking out “1978, not less than $750,000 may be used only” and inserting in lieu thereof “1979”.
