assisting minority enterprise Sec. 123. (a) The Congress finds that the Inter-Agency Council for Minority Enterprise has been created to assist minority owned and operated businesses in establishing broader markets, including markets with respect to procurement by the United States Government. (b) It is the sense of the Congress that the Secretary of State, in cooperation with such Council, should— (1) broaden minority business participation in the provision of goods and services for the Department of State; and (2) establish and expand export markets for minority businesses.
