(a) Section 3(j) of the Act entitled “An Act to provide certain basic authority for the Department of State”, approved August 1, 1956 (22 U.S.C. 2670(j)), is amended by inserting “or destitute United States citizens abroad” immediately after “incarcerated abroad”. (b) The amendment made by this section shall take effect on October 1, 1978.
