(a) Section 3 of the Act entitled “An Act to authorize a permanent annual appropriation for the maintenance and operation of the Gorgas Memorial Laboratory”, approved May 7, 1928 (22 U.S.C 278a), is amended in the first sentence— (1) by striking out “annually, on the first Monday in December” and inserting in lieu thereof “, on April 1 of each year”; and (2) by striking out “up to the first of November next preceding” and inserting in lieu thereof “during the fiscal year ending the preceding September 30”. (b) Title I of the Departments of State, Justice, and Commerce Appropriation Act, 1945, is amended in the first paragraph under the heading “international obligations” by striking out “: Provided,” and all that follows through “each such session” (22 U.S.C. 278b).
