Science and Technical Research scientific and technical research and services For necessary expenses of the National Bureau of Standards, including the acquisition of buildings, grounds, and other facilities; and the National Technical Information Service; $87,700,000, to remain available until expended, of which not to exceed $3,300,000 may be transferred to the “Working Capital Fund”, National Bureau of Standards, for additional capital.
