Federal Communications Commission salaries and expenses For necessary expenses for the Federal Communications Commission, as authorized by law, including uniforms or allowances therefor, as authorized by law (5 U.S.C. 5901–5902) ; not to exceed $325,000 for land and structures; not to exceed $65,000 for improvement and care of grounds and repair to buildings; not to exceed $3,000 for official reception and representation expenses; purchase (not to exceed six) and hire of motor vehicles; special counsel fees; and services as authorized by 5 U.S.C. 3109; not to exceed $35,000 to provide commemorative stamp albums to delegates attending the 1979 World Administrative Radio Conference; $70,446,000: Provided, That not to exceed $500,000 of the foregoing amount shall remain available until September 30, 1980 for research and policy studies.
