effective dates Sec. 108. (a) Except as provided in subsection (b) of this section, the amendments made by this title shall take effect on October 1, 1978. (b) The amendment made by clause (1) of section 104 of this title shall take effect on July 1, 1979, except with respect to the authority to prescribe regulations for the implementation of such amendment, which shall be effective on the date of the enactment of this Act.
