implementation of this act; regulations Sec. 601. (a) The Secretary of Agriculture shall implement the provisions of this Act as expeditiously as possible consistent with the efficient and effective administration of the programs established under this Act and their integration with related foreign agricultural programs. (b) The Secretary may issue such regulations as may be necessary to carry out the provisions of this Act.
